How to Get a Driving Licence in Ras Al Khaimah: The Complete 2026 Guide

All you need to know about getting a driving license in Ras Al Khaimah

Whether you have recently moved to Ras Al Khaimah or have just turned 18, getting a driving license can make your life extremely convenient. Check out the step by step procedure for getting a driving license in Ras Al Khaimah

Getting a driving licence in RAK is one of the first things most expats tackle after they arrive. Without one, you are dependent on taxis and the bus network for everything – and while public transport in RAK has improved significantly, this is still a city built around cars. The good news is that RAK’s licensing process has been transformed in the last 18 months, and for most residents it is now faster and more straightforward than it has ever been.

This guide covers every route: first-time applicants starting from scratch, experienced drivers converting a foreign licence, and residents who already hold a licence from another emirate. It also covers motorcycles, renewals, and what to expect if your home country licence is not on the UAE’s approved exchange list.

What Changed in January 2025: The Smart Test Village

The biggest shift in RAK’s driving licence process came in January 2025 with the opening of the new Driving Licence and Vehicle Testing Village – known as the Smart Test Village. The facility handles all vehicle categories from light cars and motorcycles through to heavy trucks, and it uses automated systems, smart vehicles, and digital sensors to assess test performance. This matters for applicants because it removes much of the subjectivity from results – pass or fail is measured by technology, not a single examiner’s judgement.

RAK Just Made Driving Tests Fast With Smart Testing Village

The facility can process up to 150 customers per hour, which has significantly reduced waiting times compared to the old system. If you applied for your licence a few years ago and remember spending half a day waiting around, the experience is now noticeably different.

Separately, from June 2025, all driving licence renewals in RAK moved exclusively online. If you are renewing an existing licence, you no longer need to visit the traffic department in person at all.

Before You Start: Are You Eligible?

You must be at least 18 years old to apply for a standard light vehicle licence in RAK. You need a valid UAE residence visa issued in RAK – your licence must be registered in the same emirate as your visa. If you are living in RAK but your visa is sponsored from another emirate, speak to the RAK Traffic Department before you start, as you may need to transfer your sponsorship first. You also need an Emirates ID and must be able to pass a basic eye test. There is no minimum period of UAE residency required before you can apply.

If you hold a valid licence from another UAE emirate, you do not need to go through the full process again – a transfer through the RAK Traffic Department is all that is required.

A note on UAE Pass: Online services throughout this process – including opening your traffic file and renewing your licence – require a UAE Pass account. If you have not set one up yet, do that first. It is a free digital identity service available through the UAE Pass app (iOS and Android), and you will need it repeatedly as a RAK resident, not just for driving.

How Long Does the Process Take?

For first-time applicants going through the full training route, the realistic timeline from eye test to licence in hand is 6 to 12 weeks. The range depends on how many lessons you need, how quickly you book and pass each test stage, and availability at the Smart Test Village. Some applicants with prior driving experience move through faster; complete beginners typically take longer.

If you are converting a foreign licence from an approved country, the process can often be completed in a single day.

Route 1: First-Time Applicants

This is the route for residents who have never held a driving licence anywhere, or who hold a licence from a country that is not on the UAE’s approved exchange list.

Step 1 – Eye Test

Before anything else, you need a basic vision test from an approved optical centre. The test checks visual acuity (minimum 6/12 in at least one eye), peripheral vision, and colour recognition. If you wear glasses or contact lenses, bring them and wear them during the test – the requirement will be noted on your licence. Results are submitted electronically to the traffic department; you do not need to hand-deliver anything.

The cost is typically between AED 50 and AED 200 depending on the centre. The eye test certificate is valid for up to three years for new applications.

Approved eye test centres in RAK include Al Jaber Optical Centre, Barakat Optical (confirm the branch displays RAKTA authorisation), RAK Hospital, Specialist Medical Centre, Sameer Optical, and Belhasa Driving Centre (which can combine the eye test with school enrolment). Walk-ins are generally accepted but calling ahead to confirm current wait times is worth the two minutes, particularly on weekends.

Step 2 – Open a Traffic File

Your traffic file is your official record with the RAK Department of Traffic and Licencing, which operates under RAK Police. You can open it in three ways: by visiting the department in person at the Al Dhait South branch (open Sunday to Thursday, 07:30 to 15:00, and Friday 07:30 to 12:00), through your chosen driving school, or online via the RAK Police Traffic Portal at rakpolice.gov.ae using your UAE Pass. File opening costs between AED 100 and AED 300.

Most first-time applicants find it easiest to open their file through their driving school, which handles the paperwork as part of the enrolment process.

Step 3 – Enrol at a Driving School

You are required to complete formal training at a licensed driving school before sitting any tests. Course fees typically run between AED 3,000 and AED 5,000 depending on school, transmission type, and how many lessons you need. Automatic is generally faster and cheaper for most adult learners. If you want a manual licence, budget more time and money.

Once enrolled, you will be issued a learner permit. This permit does not allow you to drive independently outside of lessons – all practice driving must be done in a school vehicle with a licensed instructor present.

Step 4 – Theory Test

The theory test covers UAE traffic rules and road safety. It is conducted at your driving school by an internal examiner and covers general knowledge of road signs, traffic laws, and driving principles. Your school will advise you when you are ready to sit it.

Step 5 – Parking Test

Once you pass the theory test, you move to the parking assessment at the Smart Test Village. For this test, the applicant has to park their vehicle with officers from the licencing department observing them.

The parking test, also known as yard test, includes checking the applicant’s abilities to successfully manoeuvre the car in the following situations:

  • Parallel parking
  • Side parking (60 degrees angle)
  • Garage parking
  • Hill
  • Sudden braking.

Step 6 – Road Test

The final stage is a road test conducted on public roads with a RAK Police examiner. They assess lane discipline, mirror use, signalling, and your decision-making in real traffic conditions. Pass or fail notification comes via SMS or through the RAK Police app (available on iOS and Android).

If you do not pass on your first attempt, your driving school will advise on additional lessons before you rebook.

Licence Fees and Validity

The licence itself, separate from driving school fees, costs AED 200 for one year of validity or AED 300 for more than one year. Residents under 21 receive a one-year licence; residents 21 and over receive a two-year licence. Your total cost including the eye test, file opening, driving school fees, and the licence itself will typically land somewhere between AED 3,500 and AED 5,500.

Motorcycles and Heavy Vehicles

The Smart Test Village covers all vehicle categories, but the training requirements, test stages, and fees differ for motorcycles and heavy vehicles compared to standard light cars. If you are applying for a motorcycle or HGV licence, contact the RAK Traffic Department at the Al Dhait South branch before enrolling anywhere – they will give you the current category-specific requirements. Of the schools listed above, Belhasa is the main option for motorcycle training in RAK.

Route 2: Converting a Foreign Licence

If you already hold a driving licence from your home country, your route depends entirely on which country issued it.

If Your Country Is on the UAE Approved List

The UAE Ministry of Interior maintains a list of countries whose licences can be exchanged for a UAE licence without needing to take theory or road tests. As of late 2025 this list covers over 50 countries and includes all GCC nations, the UK, USA (with some state-specific rules), Canada, Australia, New Zealand, most EU countries, and a number of Asian and other nations. The full, live list is maintained on the MOI’s MuroorKhous platform – always check there directly rather than relying on any third-party list, as the list is updated periodically and third-party versions can be out of date.

If your country is on the list, the process in RAK is: complete an eye test, gather your documents, and apply through the RAK Traffic Department or via the MuroorKhous platform online. You do not need driving lessons or tests. Total costs including eye test and licence fees typically run to AED 600 to AED 800, and many applicants complete the exchange the same day.

Some nationalities are required to surrender their original home country licence upon exchange – this is governed by bilateral agreements between the UAE and the issuing country. If yours is not one of those nationalities, your original licence is returned to you and you can continue using it when driving abroad. Check this point before you apply if it matters to you.

If your original licence is not in English or Arabic, you will need a certified translation before your application can be processed.

If Your Country Is Not on the Approved List

If your home country is not on the exchange list, you will need to go through the standard process – eye test, traffic file, driving school, theory test, parking test, road test. However, the UAE operates a “Golden Chance” initiative for experienced drivers in this situation. If you already hold a valid foreign licence, you may be eligible to take the practical road test directly without completing the mandatory lessons first. This is a one-time opportunity – if you fail, you must return to the full training route. Ask your driving school whether you qualify before committing to a full course.

Licences from Other UAE Emirates

If you already have a UAE licence issued in Dubai, Abu Dhabi, or another emirate and you are relocating to RAK, a transfer rather than a full application is all that is required. Visit the RAK Traffic Department with your existing UAE licence and Emirates ID.

Renewing Your RAK Driving Licence

Since June 2025, all renewals for RAK-registered licences are processed exclusively online. Log in via the RAK Police website at rakpolice.gov.ae, upload your documents, and your updated licence is issued without a visit to the traffic department. You can renew up to six months before your licence expires. A one-month grace period applies after expiry – after that, daily fines of AED 10 apply, and driving with an expired licence also voids your car insurance.

Before renewing, ensure all outstanding traffic fines are cleared and that your Emirates ID and medical fitness certificate are current.

Where to Go in RAK

The Department of Traffic and Licensing
The Department of Traffic and Licensing

The Department of Traffic and Licensing is at the Al Dhait South branch. Opening hours are Sunday to Thursday 07:30 to 15:00 and Friday 07:30 to 12:00.

For online services, use the RAK Police Traffic Portal at rakpolice.gov.ae (UAE Pass required) or the MuroorKhous platform via the MOI app for foreign licence exchange. The RAK Police app (iOS and Android) is worth downloading regardless – it handles result notifications, fine checks, and licence status enquiries without needing to visit in person.

Frequently Asked Questions

Which countries can convert their driving licence in RAK without taking tests?

The UAE Ministry of Interior maintains an approved exchange list covering over 50 countries, including all GCC nations, the UK, USA (most states), Canada, Australia, New Zealand, most EU member states, and a number of other countries. Licences from these countries can be exchanged for a UAE licence without taking theory or road tests – only an eye test is required. The list is updated periodically, so always check the current version on the MOI’s MuroorKhous platform rather than relying on any third-party source.

What is the RAK Smart Testing Village and where is it?

The Smart Testing Village is RAK’s AI-powered driving test facility, opened in January 2025. It is located within the RAK Police Traffic & Licensing complex on Sheikh Mohammed Bin Salem Road (E11), Al Dhait South. The facility uses smart test vehicles fitted with cameras and sensors to assess parking and manoeuvring performance automatically, without a human examiner in the vehicle. It can process up to 150 customers per hour and has reduced test times by up to 80% for automatic vehicles and 70% for manual vehicles. A VIP service option allows eligible applicants to complete the full licence process in as little as five minutes. Results are sent instantly via SMS.

Does the Smart Testing Village test all vehicle types?

Yes. The facility covers all licence categories including light cars (automatic and manual), motorcycles, light buses, heavy buses, heavy vehicles, and mechanical devices. If you are applying for a motorcycle or heavy vehicle licence, contact the RAK Traffic Department before enrolling at a school, as training requirements and fees differ from standard light car licences.

How do I renew my RAK driving licence?

Since June 2025, all RAK licence renewals are processed exclusively online – you no longer need to visit the traffic department in person. Log in at rakpolice.gov.ae using your UAE Pass account, upload your documents, and pay the renewal fee online. You can renew up to six months before your licence expires. A one-month grace period applies after expiry, after which daily fines of AED 10 apply and your car insurance is voided. Before renewing, clear any outstanding traffic fines and ensure your Emirates ID is current.

What is the RAK driving licence renewal fee?

The renewal fee is AED 100 for a one-year licence or AED 300 for a licence with longer validity. This covers the licence itself only – if your licence has been expired for over a year, you may also need a fresh eye test certificate from an approved optical centre before your renewal will be processed.

Which driving schools are available in RAK?

There are six licensed driving schools currently operating in RAK. Al Neel Motor Driving School (07 222 1119) is the longest-established, with over 39 years of experience and multilingual instructors. Belhasa Driving Centre (800 235 4272) covers all categories including motorcycles and handles file opening as part of enrolment. Al Taleb Motor Driving School (07 222 3295) is well-regarded for residents in the city centre. Al Thana Motor Driving School (050 690 4346) is RAK’s dedicated option for women who prefer female instructors. Al Kharan Motor Driving Centre (07 222 0133) offers multilingual training across all test stages. Fahim Motor Driving School (WhatsApp 052 944 4002) is a newer, budget-friendly option with flexible timing.

Can I drive in other UAE emirates with a RAK licence?

Yes. A RAK-issued driving licence is valid across all UAE emirates. Once you hold a RAK licence, you can drive legally in Dubai, Abu Dhabi, Sharjah, and all other emirates without any additional permits or endorsements.

What happens if I already have a licence from another UAE emirate and move to RAK?

You do not need to go through the full licensing process again. A licence transfer is all that is required – visit the RAK Traffic Department at Al Dhait South with your existing UAE licence and Emirates ID. The department will reissue the licence under RAK registration.
