What Changed in January 2025: The Smart Test Village
The biggest shift in RAK’s driving licence process came in January 2025 with the opening of the new Driving Licence and Vehicle Testing Village – known as the Smart Test Village. The facility handles all vehicle categories from light cars and motorcycles through to heavy trucks, and it uses automated systems, smart vehicles, and digital sensors to assess test performance. This matters for applicants because it removes much of the subjectivity from results – pass or fail is measured by technology, not a single examiner’s judgement.

The facility can process up to 150 customers per hour, which has significantly reduced waiting times compared to the old system. If you applied for your licence a few years ago and remember spending half a day waiting around, the experience is now noticeably different.
Separately, from June 2025, all driving licence renewals in RAK moved exclusively online. If you are renewing an existing licence, you no longer need to visit the traffic department in person at all.
Before You Start: Are You Eligible?

Route 1: First-Time Applicants
This is the route for residents who have never held a driving licence anywhere, or who hold a licence from a country that is not on the UAE’s approved exchange list.
Step 1 – Eye Test
Before anything else, you need a basic vision test from an approved optical centre. The test checks visual acuity (minimum 6/12 in at least one eye), peripheral vision, and colour recognition. Step 4 – Theory Test
The theory test covers UAE traffic rules and road safety. It is conducted at your driving school by an internal examiner and covers general knowledge of road signs, traffic laws, and driving principles. Your school will advise you when you are ready to sit it.
Step 5 – Parking Test
Once you pass the theory test, you move to the parking assessment at the Smart Test Village. For this test, the applicant has to park their vehicle with officers from the licencing department observing them.
The parking test, also known as yard test, includes checking the applicant’s abilities to successfully manoeuvre the car in the following situations:
- Parallel parking
- Side parking (60 degrees angle)
- Garage parking
- Hill
- Sudden braking.
Step 6 – Road Test
The final stage is a road test conducted on public roads with a RAK Police examiner. They assess lane discipline, mirror use, signalling, and your decision-making in real traffic conditions. Pass or fail notification comes via SMS or through the RAK Police app (available on iOS and Android).

Licence Fees and Validity
The licence itself, separate from driving school fees, costs AED 200 for one year of validity or AED 300 for more than one year. If Your Country Is on the UAE Approved List
The UAE Ministry of Interior maintains a list of countries whose licences can be exchanged for a UAE licence without needing to take theory or road tests. As of late 2025 this list covers over 50 countries and includes all GCC nations, the UK, USA (with some state-specific rules), Canada, Australia, New Zealand, most EU countries, and a number of Asian and other nations. The full, live list is maintained on the MOI’s MuroorKhous platform – always check there directly rather than relying on any third-party list, as the list is updated periodically and third-party versions can be out of date.

If your country is on the list, the process in RAK is: complete an eye test, gather your documents, and apply through the RAK Traffic Department or via the MuroorKhous platform online. You do not need driving lessons or tests. Total costs including eye test and licence fees typically run to AED 600 to AED 800, and many applicants complete the exchange the same day.
Some nationalities are required to surrender their original home country licence upon exchange – this is governed by bilateral agreements between the UAE and the issuing country. If yours is not one of those nationalities, your original licence is returned to you and you can continue using it when driving abroad. Check this point before you apply if it matters to you.

If Your Country Is Not on the Approved List
If your home country is not on the exchange list, you will need to go through the standard process – eye test, traffic file, driving school, theory test, parking test, road test. However, the UAE operates a “Golden Chance” initiative for experienced drivers in this situation. If you already hold a valid foreign licence, you may be eligible to take the practical road test directly without completing the mandatory lessons first. Licences from Other UAE Emirates
If you already have a UAE licence issued in Dubai, Abu Dhabi, or another emirate and you are relocating to RAK, a transfer rather than a full application is all that is required. Visit the RAK Traffic Department with your existing UAE licence and Emirates ID.
Renewing Your RAK Driving Licence
Since June 2025, all renewals for RAK-registered licences are processed exclusively online. Log in via the RAK Police website at rakpolice.gov.ae, upload your documents, and your updated licence is issued without a visit to the traffic department. You can renew up to six months before your licence expires. A one-month grace period applies after expiry – after that, daily fines of AED 10 apply, and driving with an expired licence also voids your car insurance.
